You can open the bug against a different package, but I'm not sure against which one. Yes, it would be nice if the kernel emits events about stuff happening during standby, but this is something probably only kernel upstream can give a meaningful answer on. Besides I still don't see why pm-utils (replace with whatever standby solution you're using that doesn't in turn use pm-utils) don't help you.
