Actually, this is the expected behavior. Ubuntu decided to just
run update-manager when updates are available and the last update
was more than /apps/update-notifier/regular_auto_launch_interval
days ago (and immediately for security updates). This can be
configured by /apps/update-notifier/auto_launch.

The problem is that update-notifier passes arguments to update-manager
which are not supported on Debian; and update-manager thus never shows
up.

We now have two options:

    (1) Set /apps/update-notifier/auto_launch to false

        This would cause the notification area icon to
        come back again and appear as soon as new updates
        are available.

    (2) Add required arguments to update-manager 

        This would make update-notifier work as in Ubuntu
        10.4; that is, run update-manager after
        /apps/update-notifier/regular_auto_launch_interval
        days if there are new updates.

Since this bug is about option (1), I am setting set severity
to wishlist. I am reporting a bug against update-manager for
option (2). I'll decide about (1) soon and tag this bug as
confirmed or wontfix, depending on my decision.
