I have the same problem on 2.6.32 with an rt73usb USB WLAN adapter with WPA2, and this indeed fixed it. Right now I added a manual stanza for wlan1 to /etc/network/interfaces with "pre-up iwconfig wlan1 power off" and the same as "post-up", then it'll catch itself after very few iterations.
