Would you please try to remove your /etc/phpldapadmin/config.php and run dpkg-reconfigure phpldapadmin, or otherwise manually upgrade your config file? I'm sorry, but no automatic upgrade can be performed for the configuration file, which changed between the releases; the best I can do is to document such a change in README.Debian and/or NEWS.Debian.
