This is how I compiled the package:

dpkg-buildpackage -rfakeroot -b
the output of dpkg-buildpackage nowhere indicates to actually do any
patching.
the last entry in changelog:
fglrx-driver (1:10-4~prerelease-1) UNRELEASED; urgency=low
