The ‘FORM’ element unconditionally required an ‘action’ attribute
according to the specifications for both HTML 4.01
<URL:http://www.w3.org/TR/html401/interact/forms.html#h-17.3> and
XHTML 1.0
<URL:http://www.w3.org/TR/xhtml1/dtds.html#dtdentry_xhtml1-strict.dtd_form>.
Without that, perhaps it would render in some browsers, but it would
be broken HTML.
