That would be an incompatible change compared to now. It's perfectly possible to use "dh --with quilt" in 3.0 source packages (native or quilt) although it's not required/advised in general. Do you want those to be no-op if the formats is 3.0 (quilt/native) or do you want them to fail? > This is an idea for the sanity check code with minimal drawbacks.
