That would be an incompatible change compared to now. It's perfectly
possible to use "dh --with quilt" in 3.0 source packages (native or quilt)
although it's not required/advised in general.

Do you want those to be no-op if the formats is 3.0 (quilt/native) or do
you want them to fail?

For 3.0 (quilt) making them a no-op is possibly ok and should have no
major drawbacks, but I don't really see the benefit.

For 3.0 (native) it would be a feature regression to make them a no-op so
it's definitely not ok to do it.
