I disagree completely. I am not even sure we should add it to recommends, at most to suggests. You can run xetex without fontspec ... I guess the first thing is that people should stop believing that a dependency of TeX packages is something that says: Whatever tex file you are running it will work with only the specified depends satisfied. If anyone here will ask for that, then the very moment texlive is open for adoption and the person should start doing the work himself.
