dpkg-source -x *.dsc

seems to fail also with older source format with

1 out of 1 hunk FAILED -- saving rejects to file a.rej
dpkg-source: error: LC_ALL="C" LANG="C" patch -s -t -F 0 -N -p1 -u -V never -g0
-b -z .dpkg-orig gave error exit status 1

I was just confused by the fact that with old format

dpkg-buildpackage -rfakeroot -us -uc

works but with new format this already tries to invoke patch and thus
fails earlier.
