If the bug is merged, unmerge it, and use one of the existing bugs.

-1 isn't a valid bug number, so the message is correct; the retitle
commands don't know anything about how control remaps recently cloned
bugs to negative numbers, and since you didn't actually clone a bug
successfully, it's going to fail.

The debugging output is there so that I know what is going on when
people report things, so no, it won't be suppressed.
