Er, actually it does, because later operations can depend on that value
having been written. For example, my changes broke running
debconf-loadtemplate as nonroot.

So, I don't know how to fix this fine mess we've gotten into. Obviously,
it's easy to slap on a fix to File that will make things work in the
default configuration, but as soon as someone modifies their debconf.conf,
bugs like #577299 can begin to appear.

(Or if they switch to using cdebconf, since I have no idea if it is at
all compatable with debconf's behavior when run as nonroot.)
