JFI: I've fixed this in Ubuntu Lucid for version 1.82-2ubuntu3/4 by removing the "reload"/"force-reload" action.
"reload" is option as per Debian policy and force-reload should do a restart if it isn't supported. -- http://daniel.hahler.de/
