I think you mean Development is the only one listed as a main
category. If you search down that page you will find both Engineering
and Electronics in the additional categories (the same place you can
find science, which you suggest adding). A main category is required,
and the specified additional categories do not suggest an appropriate
main category. Luckily the table at the top showing main categories
defines also includes definitions. For Education it unsurprisingly
defines it as "Educational software" which Kicad is not. It defines
Development as "An application for development" which Kicad is.
