SSL _is_ widely used in certain setups I work on. Changes that end in the testing and later stable distributions go through unstable. Since there is no real benefit so far, there's no reason to spend time preparing, uploading and maintaining packages using mysqlnd. Complementing the list of obvious differences already mentioned by Ondrej, there have been reports about certain behaviour changes (like defaulting to something different than what libmysqlclient defaults to, etc). They are being fixed, yes, but that doesn't mean it is ready.
