I have tried debootstrap with sid over the last three days an have found
the issue documented in this bug report thoroughly repeatable.  My
attempt to run apt-setup once I have chrooted into the new root
repeatably indicates the same shared object error; perhaps that
information may be of use:

hammer:/# debootstrap sid /sid-root http://ftp.us.debian.org/debian/

hammer:/# export LC_ALL=C
hammer:/# chroot /sid-root /bin/bash
hammer:/# apt-setup
apt-config: error while loading shared libraries: libstdc++.so.6: cannot
open shared object file: No such file or directory

This bug appears to be related closely to #317447, and I wonder if the
fix approach in #318281[1] might be of assistance.
