No.

For example, the elpoint package doesn't support xemacs21, but it
should not conflict with xemacs21.  If the Conflicts line has
xemacs21, installing the elpoint pakcage for emacs21 causes
removing xemacs21* pakcages.  It is not desired behavior.  If
emacs22 is uploaded in Debian, the elpoint pakcage will add emacs22
to the Depends line.
