I'm on Ubuntu 9.10 64-bit, but I see the same symptom (let's see if it's the same problem).

As you can see, python 2.6.
The repositories give me python-qt4 version 4.6.
I have the version 4.9.1 of the sip4 package (all from the repositories -- no manual downloads and installs here -- at least not of these packages).
