This is caused by linux/soundcard.h coming from oss4. The header in itself is probably broken because there is text saying that the sysctl in question should be used but it is not defined there. I also do not use the oss4 packages from Debian archive because they have broken packaging and at least on my system they fail. FWIW the workaround is to include linux/soundcard.h.oss3 instead of linux/soundcard.h.
