When adding a metric explicitly, ip accepts the route. (nice work-around)
But it also shows up as
$ 192.168.1.0/20 dev eth1  scope link  metric 10

While with 'route' it always uses metric 0 by default.
For multihomed systems this makes sense because 192.168.1.33 for example, could 
be a different system on two different networks.
