That's an APT setting, and you can change it from software-properties-gtk. I

From a user point of view those are all implementation details.
Packages should *really* be downloaded by default from a user PoV.

AFAIK you can easily call apt to automatically download those packages.
For example, I've got "apt-get -qq update && apt-get -dqq dist-upgrade
&& apt-get -sqq dist-upgrade" in crontab.
