I tried setting the keys /desktop/gnome/interface/buttons_have_icons /desktop/gnome/interface/menus_have_icons in gconf, without success. It might be of interest that the space is reserved for the icons even if they do not show up. And that the (proprietary, so this will be of little help I imagine) flash plugin does not show a single pixel, its sub-window is left uniformly grey, which would suggest to me some problem in gdk images under geode X server.
