Hi, I have the same problem. A fresh installation of cupsys result in a not-starting situation. Downgrading to -10 doesn't work for me. I have the following in the logs:

E [05/Aug/2005:23:16:18 +0200] StartListening: Unable to bind socket for address 00000000:631 - Address already in use. Running with debug2 doesn't produce more relevant informations. But feel free to contact me if you need the debug log. But there is no process listen on this port. Maybe it try to bind to fast after the reloading?
