1) m17n-db contains more than just keyboard layouts. So are you
proposing only the keyboard layouts get split into country/script based
packages?

2) Do you not use ibus-setup/scim-setup and only select the keyboard
layouts that you desire. An end-user would do that the first time they
use IBus/SCIM and from that point on the other keyboard layouts are not
visible. So, I don't see the problem. Are you worried it takes too much
space on the filesystem? The .deb is 1.8 MiBs.

3) Are you using IBus or SCIM?
