I have the same problem when trying to run the munin-cgi-graph.
/usr/lib/cgi-bin/munin-cgi-graph
Insecure $ENV{PATH} while running with -T switch at
/usr/share/perl5/Date/Manip/TZ.pm line 588, <DATA> line 335.
Compilation failed in require at /usr/lib/cgi-bin/munin-cgi-graph line 31,
<DATA> line 335.
BEGIN failed--compilation aborted at /usr/lib/cgi-bin/munin-cgi-graph line 31,
<DATA> line 335.
But I have no /etc/timezone, so I can't modify like Scott.
