Is there any problem in using ftpsync ?
I know it might be seen as a constraint by you, but we need admins to
use this tool, so that we can have a clear status of any listed Debian
mirror out of the +400 ones.

It offers all the relevant rsync options to make the sync almost atomic
(so that users never face issues during updates) and mails you in case
of error.
