 Hmmm, that's pretty strange. I can /load proxy (on my powerpc system).
I think I have to dig further:

Warning: Warning!! Password not specified, everyone can use this proxy! Use 
/set irssiproxy_password 
          <password> to set it
Warning: No proxy ports specified. Use /SET irssiproxy_ports <ircnet>=<port> 
<ircnet2>=<port2> ... to set 
          them.

 Is /load proxy what you tried? Can you try with a clean config file,
give the output of /load (without arguments) and /script list?
