Okay, so it looks like NOAA didn't move it, but rather there's
probably some temporary problem with the gzip routine for their data
sources (I've found a couple other zero-sized gzip files in their
data directory which used to contain data). However, there are
uncompressed and zip-compressed versions of the same files available
which appear correct:

   http://www.nws.noaa.gov/pub/stninfo/nsd_cccc.txt

   http://www.nws.noaa.gov/pub/stninfo/nsd_cccc.zip

I'll ammend the FAQ with this information and also your
recommendations, and include them in the 1.5 release. Thanks again!
