In [4.4], rule file description is not good nor current nor consistent
with the dh command example.

 * each possible target invoked by dpkg-buildpackage mst be clearly
   documentad. (in dh_* level)

 * dh or cdbs to be possible simplified frontend method which is nothing
  but a wrapper of dh_* debhelper commands.

 * dh is configured via override_* targets in debian/rules (main focus)

 * dh_* are configured via config files in debian/ (transition only info)

 * cdbs is configured via DEB_* variable values. (transition only info)

 * Example should be simple Makefile only case.

When doing this, 6.5 needs to be updated accordingly for 3.0 format.
