Chapter 1.1 should list:
 xutils-dev instead of xutils
 python should be mentioned since it usege is a lot.
 it is about time to list git-core as vcs
 base on squeeze instead of lenny.  
 (Since I do not know 5.1 or 6.0, I will just ise codename here)

Few other tasks are:
 Move package tool reference from dselect/dpkg to aptitude as much.
 build-essential is only for development system.

In 1.2, We need to reflect uploading both as a Maintainer through a
Sponsor or as a Debian Maintainer.

In 2.1, there are few new popular services to mention such as PTS.

debhelper is v7.

(In around 4.1, these example use GTK+1.2 library which is not in debian
any more.  This last one needs separate attention.)
