In nm < 0.7.2, the network-manager package, had the modem management functionality integrated into nm itself. For 0.8 it was split into a separate package, called modemmanager. modemmanager is a recommends of network-manager, thus by default it will be installed on upgrades from previous versions *and* fresh installs. When you upgraded, you explicitly decided to not install modemmanager, so one could argue that this is your fault ;-) Might also be an odditity of the apt frontend you are using.
