Micah suggested something similar in bug 571129 [1]. In bug 571130 [2] I raised the question on whether modules/ (and templates/ and files/) should be located in /var/lib/puppet/ or /etc/puppet. It seems to me that all of these directories should be located in the same place. In bug 484659 [3] you've suggested that templates should be in /etc/puppet/ instead of /var/lib/puppet/.
