Well, I'm not sure if we should indeed invest much time in this. /usr/share/texmf-texlive/fonts/map/dvipdfmx/cid-x.map is full of different font entries, and having the font packages themselves take care of their own entries in the cid-x.map file is perhaps nicer from an architectural POV, but not worth the effort.
