I disagree! With the switch to the Webkit backend the about:config page has been gone, sure. However, the sheer removal of the configuration interface doesn't mean some the the options aren't still needed anymore.
There is still no way to allow for a blank page in a newly-opened tab and the /apps/epiphany/general/load_on_new_tab gconf key that has been introduced once (and that fixed this bug) has disappeared since 2.18.0-1.
Please add back the possibility to either (a) show a blank page and a blank URL field or (b) the Homepage and a blank URL field in a newly opened tab.
