Package: mirrors

Hi,

some packages (python-apt for aptsources, maybe others) require a
list of mirrors to be available. It would be great if we could
package Mirrors.masterlist in a 'mirrors' package and install
the file as
        /usr/share/mirrors/Mirrors.masterlist

This would allow python-apt to drop its own mirror list; and
use a system-wide one instead. It would also allow other
programs to have a list of available mirrors.
