I found a workaround: downgrading pdftk from 1.41+dfsg-7 to 1.41-3
causes hyperlinks to work in Impressive.

Presumably something changed in the pdftk output that confuses the
ad-hoc PDF parser in Impressive.  The PDFs created by the new version
of pdftk still work in xpdf, with hyperlinks:
  pdftk input.pdf output output.pdf
