I downloaded the source (2.28.1-1) and played with it a bit, and eventually discovered that even if I made no changes, packages built from this source on my PC worked correctly. Then I replaced "my" versions with those from the repository, all in one go, using "apt-get install devhelp devhelp-common libdevhelp-1-1 libdevhelp-1-dev" and the problem came back. Reinstalled "my" versions, it went away. Used apt-get, one package at a time (in the order libdevhelp-1-1, devhelp, devhelp-common, libdevhelp-1-dev), checking for the problem between each one, and the problem didn't come back. I suppose we'll just have to close the bug and never solve the mystery. A couple of extra points about the problem: when both expanders got expanded at once, the page displayed would be the first one in the list, not the one I clicked.
