As far as I'm aware, since gstreamer-lame is not in the official repository sound-converter can only "suggest" it (I'll look it up, but off the top of my head all packages in "main" should be installable with only "main" available, and this covers both dependencies and recommends). Thank you for pointing it out though — if it is in line with policy I'll make the change in the next upload.
