At least on Debian the keymaps of console-data are used only during the installation process and in the real system by default console-setup is used. And during the installation process there is little demand for Emacs-friendly keybindings. Console-setup uses the same keymaps as X. For bindings like the ones you are proposing there are options such as ctrl:swapcaps. This has the additional benefit that these options are usable with all keyboard layouts, not only with US QWERTY. Is what you are proposed supported by the existing options in xkb? If not, I can help you to prepare the required patch for the xkeyboard-config package.
