gdbserver does not depend on gdb.  gdb really shouldn't depend on
gdbserver either; it only does for transition.  gdbserver also has
fewer docs installed.

The changelog.gz installed in both packages is useless.  It's the
top-level changelog.  How about I drop that, and if re-adding some
changelog leave it out of the gdbserver package?  The README in
gdbserver is also useless, I do not know how it got there.
