Thanks for the extra info. However I still fail to understand.Could you please as requested provide a concrete example of a packaging which fails due to this bug? Need not be an existing package - feel free to construct one.
Until this is proven to be a real bug I dare lower the severity. I strongly suspect that the issue really is only cosmetic.
plus, please could you point out what would go wrong when not using --install-layout=deb?
One issue that I know of is that that option forces a recent release of Python, causing problems with backports.
