Package: wajig

I just came across the same problem: it appeared that installr, aka
recommends, did not actually install recommended packages.

In fact, this is not true. In fact, it does install recommends, but
only of packages explicitly requested for installation, not of their
dependencies. So, if package a depends on b, and b recommends c, then
“wajig install a” will install a and b but not c, whereas “wajig
install b” will install b and c.

Fairly obviously, this sucks, both because it looks like it doesn’t
work and because it’s not nearly as useful as it should be.

You can use aptitude -r to achieve this result.
