I keep most of my file system under svn, so I have .svn directories all over
the place owned by root, chmod 700.

Somewhere between 1.6.3 and 1.6.9, `svn checkout` started checking the root 
directory
for the existence of an .svn directory and trying to look in it.

My steps:

cd /home/jondaley
svn checkout http://devel.lifetype.net/svn/plog/plog/tags/lifetype-1.2.10 1.2.10
svn: Can't check path '/.svn/wc.db': Permission denied

/.svn and /home/.svn does exist with 700/root permissions
/home/jondaley/.svn doesn't exist.

If I su and then run the same svn checkout command, it succeeds.
