Add this to /etc/inetd.conf and restart openbsd-inetd:
# tproxy stream tcp nowait root /tproxy.pl tproxy
9988 stream tcp nowait nobody /usr/sbin/tcpd /bin/nc localhost 9977
9988 stream tcp6 nowait nobody /usr/sbin/tcpd /bin/nc localhost 9977

You can then controle access via /etc/hosts.allow
