You don't need to be a Debian Developer, but maintaining a library needs some packaging experience. From your questions I understand this would be your first package. I don't really feel like leaving a library to you yet (nothing personal :) -- I just see how packaging libraries often bite newcomers). I propose you to be a co-maintainer. This way, the library will be maintained by someone knowing C++ (you) and someone capable of packaging it, keeping the package Policy-conformant and the such (me) :) In case you're already involved with packaging, and are already maintaining libraries, then I'm happy to leave the package to you.
