The most likely explanation is that I confused two servers.  One 
of them did not have mailutils installed.  Not sure if it helps, 
but I think those messages originate from cron instead of 
cron-apt:

Subject: Cron <r...@pawan> test -x /usr/sbin/cron-apt && 
/usr/sbin/cron-apt,mail/received/default/
