I don't think this is quite enough to warrant a stable update by itself, but I'll try to include the fix if we are going to have one anyway. Meanwhile, I suggest you install a newer Encode version from CPAN under /usr/local. As for bumping the whole Encode.pm to a newer version: the rules for a stable update in Debian are quite strict and the fixes need to be minimal, so we'd need to cherry pick the relevant fix alone.
