In unstable, there is a new way of creating sip dependencies, using the dh_sip script at build time. The package now has a Depends: sip-api-7.0 which is provided by pthon-sip. This makes sure that serna is rebuilt when a new sip api version is uploaded to Debian. Were you able to install this package without installing python-sip?
