What is not working exactly?
If I hit ctrl+C the program will exit

If I do
ssh www.google.com

ssh hangs, and hitting ctrl+C will let ssh exit

I don't think that this is an SSH bug, it is the standard behavior of a
TCP connection when no ICMP is sent back and the packets are just
dropped on the other side.
