After upgrading to 1.14 from 1.13, reportbug-ng fails to start with

Downgrading to 1.13 allows to use it again. This happens for 2 users on 2 
tested on this install. I didn't try to reproduce on other machines, but this 
is obviously a grave bug if it reproduces everywhere.
