Seems like you don't have /usr mounted ... so you don't have kerneloops.

I think they mean to submit the kernel oops information printed to
the screen, not to use the kerneloops package (which is a means for
transmitting kernel oops information upstream automatically).  Your system
crashes too early for the kerneloops daemon to be able to help you.
